Abstract

Defining measures for climate change adaptation is a complex task given the existence of social, environmental, and economic demands, particularly in cities with poor urban infrastructure. As a result of analyzing the revision process of the Recife Master Plan, it is possible to observe that a reduction in the social and environmental vulnerabilities has implied carrying out more consistent studies, which may entail the implementation of structuring measures, and that environmental sustainability requires multilevel governance, with policy reforms on a global, regional and local scale, difficult to implement in the short term, although necessary for refocusing climate policies and for overcoming the inability to provide resources for a tailored adaptation infrastructure. The path to building a resilient city that provides a safer environment for the future depends on an inclusive development model, which enables the population to improve urban conditions and minimize the impacts brought about by extreme weather events.

Inamara Santos Melo , Secretaria de Meio Ambiente e Sustentabilidade de Pernambuco, Recife, PE, Brazil

Graduated in Social Communication from the Universidade Estadual do Sudoeste da Bahia (Uesb) in 2004. She holds a master’s degree in Environmental Management from the Instituto Federal de Pernambuco (IFPE). She participated in the management team in the Recife Department of Environment and Sustainability between 2013 and 2016 and served as the General Manager of Sustainability. In 2016, she assumed the position of Secretary for the Environment and Sustainability and was President of the Municipal Council for the Environment (Comam). She is currently Executive Secretary for the Environment and Sustainability of the State of Pernambuco, member of the State Council for the Environment and the National Council for the Environment.

Renata Maria Caminha M. O. de Carvalho, Instituto Federal de Educação, Ciências e Tecnologia, Departamento de Ambiente, Saúde e Segurança, Recife, PE, Brazil

Graduated in Agricultural Engineering from the Universidade Federal Rural de Pernambuco (UFRPE, 1989). She holds a master’s degree in Environmental Management and Policies from the Universidade Federal de Pernambuco (UFPE, 2002). She undertook a PhD Internship – Capes/Probral Scholarship (2004-2005) at the Technische Universität Berlin, Germany, in the area of environmental planning, and holds a doctorate in Civil Engineering in the area of Environmental Technology and Water Resources, with an emphasis on Environmental Management, from UFPE (2009). She was also a postdoctoral student at the Water Laboratory, Évora, Portugal. She held a DES/CNPq scholarship in technological development and senior foreign innovation in ICTs (2015).

Maria do Carmo Martins Sobral, Universidade Federal de Pernambuco, Departamento de Engenharia Civil, Recife, PE, Brazil

Graduated in Civil Engineering from the Universidade Federal de Pernambuco (UFPE) and specialized in Urban and Regional Planning at the Universitat Dortmund, Germany. She holds a master’s degree in Civil Engineering – Water Resources, from the University of Waterloo, Canada. She holds a doctorate in Environmental Planning from the Technische Universität, Berlin, Germany. She undertook a post-doctorate in Environmental Technology at the same university, in Germany; in Water Resources Management at the Institute of Water Education (IHE-Unesco), Delft, Netherlands, and in Urban and Environmental Planning at the Metropolitan University of Oslo (OsloMet), Norway. She is the Vice-president of the Brazil-Germany Network for the Internationalization of Higher Education – Rebralint, and a member of the Pernambuco Academy of Sciences (APC), the Pernambuco Academy of Engineering (Apeeng) and the Postgraduate Commission (CPPG) at UFPE. She is a permanent professor on the Postgraduate Program in Civil Engineering (PPGEC), in the area of Technology and Environmental Management, and at the Postgraduate Program in Development and Environment (Rede Prodema), both at UFPE. She is a professor at the Department of Civil and Environmental Engineering at UFPE, having been deputy head of the department.

Marília Regina Costa Castro Lyra, Instituto Federal de Educação, Ciências e Tecnologia, Departamento de Ambiente, Saúde e Segurança, Recife, PE, Brazil

Graduated in Agronomy at the Universidade Federal Rural de Pernambuco (UFRPE, 1999) and in Agricultural Sciences from the same university (2001). She holds a master’s degree in Agronomy (Soil Sciences) also from UFRPE (2002). She holds a doctorate in Civil Engineering from the Universidade Federal de Pernambuco (UFPE, 2008). She undertook a post-doctorate at Technische Universität, Berlin, Germany, in the field of Environmental Technologies and Water Resources Management (2013). She has been an EBTT professor at the Instituto Federal de Pernambuco (IFPE) since 2007. She is currently a permanent member of the Postgraduate Program in Environmental Management at IFPE (Masters). She is also a member of the Brazilian Society for the Advancement of Science (SBPC) and the International Water Association (IWA), and a member of the Management Council for the Engenho Uchoa Wildlife Refuge, Pernambuco.  

Hernande Pereira da Silva, Instituto Federal de Educação, Ciências e Tecnologia, Departamento de Ambiente, Saúde e Segurança, Recife, PE, Brazil

Graduated in Mining Engineering from the Universidade Federal de Pernambuco (UFPE). Specialist in Photogrammetry Applied to Engineering by the same institution. He holds a master’s degree in Remote Sensing with Connected Domain in Geoprocessing from the Instituto Nacional de Pesquisas Espaciais (Inpe). He holds a doctorate in Soil Sciences from the Universidade Federal Rural de Pernambuco (UFRPE). He is the Coordinator of the Pernambuco Institute for Reducing Risk and Disaster (IRRD-PE). He is a member of the Pernambuco State Cartography Commission (COMCAR/PE), the Pernambuco Forum on Climate Change and the Committee for Sustainability and Climate Change in Recife (COMCLIMA).
