The Bologna model: origins and repercussions in the field of integrated conservation

Resumen

To promote the transition from an “old city to a new society,” between the 1960s and 1970s, Bologna, Italy, undertook a particular urban planning process for historic cities. This article seeks to understand the construction of the conservation agenda of the historic center, which materialized in a social housing policy, with solid emancipatory and anti-capitalist aspirations. Based on a literature review, the article has sought to unravel the various political and technical syntheses related to the subject of heritage restoration, particularly in post-war Italy (1945) until the 1970s. Issues have been addressed related to the state regulatory systems for land and real estate, the nature of the safeguarding policy, and the guidelines for metropolitan planning, with the historic center being its focal point.

Currently undertaking a Ph.D. in Urban and Regional Planning at the A. Alfred Taubman College of Architecture and Urban Planning, University of Michigan (expected date -2027). Graduated in Law (2009) from the Universidade Federal de Amazonas (UFAM). A master’s degree in Urban Development (2019) from the Universidade Federal de Pernambuco (UFPE). Specialization in Urban Dynamics on the Postgraduate Program (2018), from the university consortium between UFPE and Christian-Albrechts-Universität zu Kiel (Germany). Senior public policy analyst at the Pernambuco Legislative Assembly (Alepe) [on study leave since 2022]. Formerly, a researcher at the Lepur – Laboratory of Urban and Periurban Studies (PPGDU/CNPq/UFPE). Research areas: integrated conservation, public policy management, social housing, and territorial planning.

Architect and urban planner (1975) from the Universidade Federal de Pernambuco (UFPE). A master’s degree in Urban Planning (1979) from the Université Paris VIII – Vincennes, and a doctorate in Geography from the Université Paris I – Pantheon-Sorbonne (1992). Senior postdoctoral internship at ICCROM – International Centre for the Study of the Preservation and Restoration of Cultural Property – Rome (2009/2010). Currently, a Full Professor at the Department of Architecture and Urbanism and the Postgraduate Program in Urban Development at the Universidade Federal de Pernambuco (UFPE) and Chief researcher at Lepur – Laboratory of Urban and Periurban Studies (PPGDU/CNPq/UFPE). He has experience in the field of architecture and urbanism, with an emphasis on planning and urban space design, working mainly on the following topics: integrated urban conservation, sustainable development, cultural heritage, urban mobility and conservation of material and immaterial heritage.
